Lam Tei Elderly & Nursing Home Project will be the largest elderly and nursing home in Hong Kong, providing 1,434 nursing and care places. Guided by the “CARE” design concept, the project integrates customised elder‑friendly design, active community engagement, daily rehabilitation and a safe, comfortable environment. The complex will offer accommodation, nursing and medical services, landscaped gardens and on‑site healthcare facilities, enabling one‑stop, holistic elderly care. Operations are scheduled to begin in 2027.
We are seeking a high calibre candidate to lead innovation and IT development, overseeing IT planning, security and technology initiatives to enhance cybersecurity and service delivery.
Duties & Responsibilities:
- Lead the innovations and IT development of Smart Elderly & Nursing Home Project, serving as the primary contact point for all IT-related issues
- Manage the end-to-end procurement process of software platform and infrastructure for Lam Tei Project
- Develop and implement short-term and long-term IT plans to serve the need of Lam Tei Project
- Security & Compliance Oversight: Manage end-to-end information security controls and compliance audits in accordance with organizational and regulatory requirements
- Strategic Transformation: Lead digital transformation and digital workspace initiatives, collaborating across teams to automate processes and enhance security assurance
- Project & Performance Oversight: Manage end-to-end project lifecycles, monitoring system performance and capacity planning to proactively resolve bottlenecks
- Financial & Resource Management: Assist the Department Head with manpower planning, budget management, and the project cost estimation
- Vendor & Contract Management: Lead negotiations and manage IT solution vendor contracts to ensure service alignment and cost-efficiency
- Stakeholder Coordination: Act as a central liaison to coordinate IT activities and initiatives with other business departments
Required Skills and Qualifications:
- Bachelor’s degree or above in Computer Science or related field
- Minimum 7 years of IT management experience, with proven leadership at managerial level
- Proven track record of successful IT project management, vendor management and project delivery within tight timeline, with proven experience of working on large scale software project with vendors, conducting UAT, software product acceptance
- Good understanding on all stages of the Software Development Life Cycle (SDLC), from initial coding to testing, deployment and maintenance
- Proficiency in CI/CD pipelines and modern DevOps/DevSecOps methodologies
- Hands-on experience with major Cloud platforms (e.g., Azure, AWS, or Alibaba Cloud)
- Good understanding in budget management and project finance
- Strong analytical skills for identifying trends and solving problems
- Excellent communication and presentation skills
Preferred Skills and Qualifications:
- Experiences in healthcare industry or NGOs
- Project experience in AI, Big Data
- PMP certification
- ITIL certification
