Job Responsibilities:
Reporting to the Deputy Chief Executive Officer, the incumbent will be responsible for the following duties:
- IT Advisor: Serve as the principal IT advisor to Pok Oi Hospital Tuen Mun Lam Tei Nursing and Residential Care Home for the Elderly, providing leadership on technology strategy and offering guidance on all major information-technology-related initiatives across Pok Oi.
- IT Strategy and Planning: Formulate and execute the organization’s IT strategy and technology roadmap, ensuring alignment with overall goals of Pok Oi. Assess organizational IT needs, evaluate suitable technologies and develop long-term plans for IT infrastructure, systems and applications.
- IT Infrastructure and Service Management: Lead the design, planning, implementation, operation and continuous enhancement of the organization’s IT infrastructure, including networks, servers, databases, and hardware/software systems. Ensure the delivery of reliable, secure and efficient IT services, and promote seamless system integration to support organizational operations and information flow.
- Technology Innovation: Monitor emerging technology trends and evaluate their applicability across healthcare, social services, corporate communications, fundraising and administrative functions. Identify and drive innovative solutions -such as telemedicine, artificial intelligence, automation and data analytics – to enhance patient care, service quality, operational efficiency and decision-making.
- Leadership of the IT Department: Provide strategic leadership to the IT Department and IT Resource Center, including resource planning, staff development, performance management and capability building. Collaborate closely with service departments, senior management, Board members and the CEO to understand technology needs and ensure IT initiatives support service needs. Build and maintain strong partnerships with external vendors, consultants and technology providers to advance the organization’s IT objectives.
- System Implementation and Integration: Oversee the evaluation, selection, implementation and integration of enterprise systems and applications. Work with service and administrative departments to define requirements, manage project delivery, mitigate risks and ensure seamless integration with existing technology environments.
- IT Service Continuity and Cybersecurity: Develop and maintain service continuity, disaster recovery and cybersecurity strategies to safeguard critical systems, data and services. Oversee security controls, risk management practices, periodic testing and recovery exercises to ensure operational resilience and effective response to disruptions or cyber threats.
Job Requirements:
- Bachelor’s degree or above in Information Technology, Computer Science or related disciplines.
- Advanced IT certifications or professional qualifications will be an added advantage.
- Minimum 12 years of experience in the IT field, in which not less than 7 years in managerial position; experience in non-governmental organisation (NGO), welfare or medical sectors is preferred.
- Strong understanding of Hong Kong’s IT policies, regulations and development trends, with solid knowledge of IT strategies and initiatives relevant to the welfare or medical sector.
- In-depth knowledge of hardware and software applications, network and infrastructure management as well as network/system security. Proven track record in project management, vendor management and contract negotiation.
- Excellent leadership, interpersonal communication, problem-solving and decision-making abilities, with strong professional networking skills.
- Excellent command of written and spoken English, Chinese and Mandarin, with strong proficiency in professional writing.
