Project Background:

Created and funded by The Hong Kong Jockey Club Charities Trust, JC Project LIFT is a five- year Trust-initiated Project that implements Urban Graduation Approach (UGA) as a targeted, multitudinous and time-bounded poverty alleviation model to empower and lift poor households living in transitional housing (TH) out of poverty, with potential to be replicated in other housing settings in Hong Kong.

The Graduation Approach (GA) has been recognized as one of the most successful interventions for alleviating poverty, supported by Nobel Prize-winning research conducted overseas. This approach is unique in that it is multidimensional, intensive and time-bound, with proven sustainable results in lifting poor households out of poverty. Considering the lessons learned from implementing the GA in developing areas, the Urban Graduation Approach (UGA) is a localised GA program tailored to the specific metropolitan setting and context of Hong Kong.

Key Responsibilities:

The Project Manager will manage the operational implementation of the project, ensuring its goals and objectives are met while aligning with the mission of The Hong Kong Jockey Club Charities Trust. The appointee will assist the On-site Supervisor to lead a multidisciplinary team and collaborate with stakeholders to achieve impactful, sustainable outcomes for targeted households. Key responsibilities include:

1. Project Administration:

. Manage project timelines, deliverables, and budgets to ensure alignment with project objectives and funding requirements.

. Organize collaboration meetings and coordinate with project.

2. Stakeholder Engagement:

. Build and maintain strong relationships with stakeholders to ensure effective coordination and resource sharing.

3. Monitoring and Evaluation:

. Prepare regular progress reports and impact assessments for internal and external stakeholders, including funders.

4. Resource Management:

. Identify and secure additional resources, as needed, to enhance project.

5. Training and Capacity Building:

. Coordinate and participate in training programs organized by partner universities and institutions to strengthen the team’s capacity to deliver UGA interventions.

6. Other Duties:

. Perform additional responsibilities as assigned, including working flexible hours when required to meet project needs.

Requirements:

. A bachelor’s degree, preferably in social work, social welfare, public administration, or related disciplines, with at least 3 years of relevant experience in project management, social services, or community development. A master’s degree is an advantage.

. Proven experience in managing multidisciplinary teams and large-scale.

. Strong understanding of the Urban Graduation Approach or similar poverty alleviation models, and their application in a metropolitan context.

. Experience in working with marginalized or disadvantaged communities.

. Knowledge of Hong Kong’s housing policies and social welfare system.

. Familiarity with monitoring and evaluation frameworks for social impact.

. Strong commitment to poverty alleviation and social empowerment.

. Proficiency in budgeting, financial management, and resource allocation.

. Excellent interpersonal and communication skills, with the ability to work effectively with diverse stakeholders.

. Self-motivated and capable of working both independently and collaboratively in a team.

. Strong organizational skills, with the ability to manage multiple priorities and deliverables.

. Ability to work in challenging and dynamic environments, including transitional housing settings.

. Good command of written and spoken Chinese and English.
