Project Background:

Created and funded by The Hong Kong Jockey Club Charities Trust, JC Project LIFT is a five- year Trust-initiated Project that implements Urban Graduation Approach (UGA) as a targeted, multitudinous and time-bounded poverty alleviation model to empower and lift poor households living in transitional housing (TH) out of poverty, with potential to be replicated in other housing settings in Hong Kong.

The Graduation Approach (GA) has been recognized as one of the most successful interventions for alleviating poverty, supported by Nobel Prize-winning research conducted overseas. This approach is unique in that it is multidimensional, intensive and time-bound, with proven sustainable results in lifting poor households out of poverty. Considering the lessons learned from implementing the GA in developing areas, the Urban Graduation Approach (UGA) is a localised GA program tailored to the specific metropolitan setting and context of Hong Kong.

Position Background:

The On-site Supervisor will play a critical role in the Urban Graduation Approach (UGA) project by supervising and supporting Family Capacity Building Planners (FCBPs) in the effective implementation of poverty alleviation interventions. With a 1:9 supervisor-to-FCBP ratio, this position ensures quality service delivery, consistency in practice, and alignment with the project’s objectives. The On-site Supervisor will oversee day-to-day operations, provide professional guidance, and act as a liaison between the project team and stakeholders.

Key Responsibilities:

1.  Project Management

. Oversee overall planning, implementing, monitoring and evaluation of Urban Graduation Approach (UGA) in transitional housing (TH) or light public housing (LPH) sites.

. Ensure adherence to project timelines, deliverables, and budgets at the site by holding regular meeting.

2.  Case Analysis and Approval

. Review and approve Capacity Building Plans (CBPs) developed by FCBPs for targeted households.

. Oversee the allocation and utilization of the Capacity Building Fund (CBF) for individual households.

. Provide guidance on the design and implementation of group and community activities.

3.  Supervision

. Provide supervision to FCBPs, ensuring effective implementation of project activities.

. Offer professional support to FCBPs in addressing challenges and barriers faced by households.

. Conduct regular performance reviews for FCBPs.

4. Knowledge Transfer and Training

. Consolidate project experiences lessons learned to build institutional knowledge.

. Facilitate knowledge-sharing activities, such as case studies, best practices, and success stories.

. Organize and participate in capacity-building programs and training sessions to enhance the skills and competencies of FCBPs.

. Participate in meetings with CityU and NGO supervisors, and coordinate case conference sharing and FCBP training with CityU.

5. Stakeholder Coordination

. Serve as the key contact for on-site coordination with stakeholders, including NGOs, government agencies, universities, and commercial partners and FCBPS.

Requirements:

. A bachelor’s degree in social work, social welfare, community development, or a related discipline, with at least 6 years of relevant experience. A master’s degree is an advantage.

. Proven experience in supervising and supporting frontline staff in social service or community development projects, and working with disadvantaged or marginalized communities.

. Strong understanding of the Urban Graduation Approach or similar poverty alleviation models.

. Strong commitment to poverty alleviation and social empowerment.

. Familiarity with Hong Kong’s housing policies and social welfare system.

. Knowledge of monitoring and evaluation frameworks for social impact.

. Excellent interpersonal and communication skills, with the ability to mentor and motivate team members.

. Strong organizational and problem-solving skills, with the ability to manage multiple priorities effectively.

. Experience in case analysis, resource allocation, and project monitoring.

. Good command of written and spoken Chinese and  English.
