Senior Technical Officer(Engineering or Surveying background)

Key Responsibilities:

  • Support the end-to-end administration and delivery of capital works and improvement projects, including transitional housing developments, elderly care facilities, major renovations, fitting-out works, and building enhancement initiatives, from project inception through tendering, construction, completion, and final account settlement.
  • Prepare, review, and coordinate tender documents, technical specifications, drawings, schedules, reports, cost estimates, and project-related submissions.
  • Provide technical advice and support on building maintenance, repair and improvement works, surveying matters, statutory compliance, licensing requirements, knowledge for basic fault findings or source of problems, and project-related technical issues.
  • Monitor project progress and conduct regular site inspections to ensure works are completed in accordance with approved specifications, programme requirements, quality standards, and contractual obligations. Understanding of the basic T&C items and requirements for general building services installations, including electrical lighting and power, water supply pipes, ventilation fans and air-conditioning, etc.
  • Monitor contractors’ performance, evaluate work quality, and ensure compliance with contractual requirements, statutory regulations, organizational policies, and established operating procedures.
  • Identify, document, and follow up on defects, non-conformities, and remedial works, while assisting in quality assurance and occupational health and safety compliance audits.
  • Coordinate and liaise effectively with internal stakeholders, government departments, consultants, contractors, service providers, and community partners to facilitate smooth project implementation.
  • Assist in contract administration, procurement exercises, variation assessments, payment certification, project budgeting, and final account negotiations.
  • Ensure all projects and maintenance works comply with relevant ordinances, codes of practice, statutory requirements, and organizational standards.

Requirements:

  • Bachelor’s degree in Building Surveying, Building Services Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or related discipline.
  • Minimum 8 years’ relevant experience in project management, building surveying, construction, fitting-out, renovation, or maintenance projects, preferably within government-funded developments, public sector projects, NGOs, or social service facilities.
  • Sound knowledge of construction contracts, Standard Form of Building Contract from professional parties, such as HKIS, HKIA, etc., procurement and tendering procedures, contract administration, and relevant statutory requirements in Hong Kong.
  • Proven experience in managing contractors, consultants, and multiple project stakeholders throughout the project lifecycle.
  • Strong project management, problem-solving, coordination, and organizational skills, with the ability to work independently and manage competing priorities.
  • Effective communication and interpersonal skills, with the ability to build productive working relationships across multidisciplinary teams.
  • Proficiency in AutoCAD, Microsoft Project, and Microsoft Office applications.
  • Knowledge of building maintenance, statutory submissions, licensing requirements, and compliance processes will be an advantage.
  • Candidates with less experience may be considered for the position of Technical Officer .
