The Lam Tei Nursing and Residential Home for the Elderly (“Lam Tei Project”) is scheduled to commence operations in the first quarter of 2027. With a capacity of 1,434 residential places, it will become the largest elderly residential care home operated by a single operator in Hong Kong. Responsibilities:

  • Directly reporting to the Superintendent and assisting him/her to ensure successful commissioning and ongoing sustainability of the RCHE.
  • Setting the strategic direction, governance frameworks, and institutional-wide operational policies for administration and support services within the RCHE, covering key functional domains including Finance, Administration, Facility Management, Public Relations and Stakeholder Engagement.
  • Strengthen and drive administrative control systems to support integrated care delivery models provided by healthcare professional teams ensuring sustainability on best care practices for residents.
  • Establish full financial and budgetary control and regulatory systems to ensure operational viability and sustainability; including advice on market benchmarks on pricing of self-financing places.
  • Provide executive oversight of management risks, crisis, and emergency management frameworks, ensuring robust systems for prevention, preparedness, response, and continuous improvement to safeguard residents, staff, and facilities.
  • Responsible for facility management and procurement processes including policy development, vendor management and lifecycle contract oversight, to ensure transparency, accountability, quality assurance, and cost-effectiveness across all goods and services.
  • Lead strategic stakeholder engagement and public relations initiatives and fostering strong partnerships with the government authorities, regulators, community stakeholders, and service partners.

Requirements:

  • Holder of Master degree or above, preferably in Business Administration or a related discipline.
  • Minimum 10 years of relevant administrative experience in supervisory positions in the fields of public administration in the Government or public sector, healthcare, community services or other similar fields.
  • Proven experience in overseeing multiple functional domains with a track record of driving organizational performance and operational excellence.
  • Strong leadership, coordination, and communication skills, with the ability to engage with internal and external stakeholders.
  • Strong analytical, organizational and problem-solving capabilities, underpinned by a proactive mindset.
  • Proficient in both written and spoken English and Chinese.
