The General Out-patient Clinics (“GOPCs”) of the Hospital Authority (“HA”) are the primary points of care for vulnerable groups in the community. Since the start of the fifth wave of the COVID-19 pandemic, over 30 GOPCs have been converted to designated COVID-19 clinics or suspended services, resulting in a shortage of affordable consultation services. While fighting the pandemic, it is equally important that the non-COVID-19 medical needs of the needy should continue to be provided for.

The Jockey Club Affordable Outpatient Services Subsidy Scheme (“the Scheme”), a collaboration between The Hong Kong Jockey Club Charities Trust (the “Trust”), Pok Oi Hospital and non-profit-making/private clinics in Tuen Mun, Yuen Long and Tin Shui Wai, aims to provide affordable outpatient services to eligible non-COVID-19 patients. The Scheme lasts for three months with a quota of 9,000. It is hoped that through the Scheme, the non-COVID-19 medical needs of the needy should continue to be provided for during the critical phase of the pandemic.

 

Scheme Content

The Scheme primarily serves patients with episodic medical needs. Eligible persons can receive medical consultation with basic medication for three days at a fee of $50. The Trust will provide a subsidy of $250 and the rest of the cost will be borne by the clinics. If it is medically necessary to prescribe medication outside the subsidy scope (e.g. medication for more than three days or special drugs), the doctor will discuss with the patient and see his prior agreement.

 

Eligibility

Non-COVID patients living in Tuen Mun District and Yuen Long District including Tin Shui Wai who fulfill any one of the following criteria will be eligible for participating in the Scheme –

  1. Elderly aged 65 or above; or

  2. Children aged 12 or below ;or

  3. Persons aged 13 -64, with proof of appointments at any HA GOPCs in the past 12 months; or

  4. With financial difficulties as referred by Pok Oi Hospital. Persons in need may call 64745765 for checking. Eligible persons will receive SMS confirmation.

*To benefit more patients in need, patients who have joined HA’s GOPC Public-Private Partnership Scheme are not eligible for participating in the Scheme.

 

How to participate in the Scheme

Eligible persons can find a list of participating clinics in Tune Mun, Yuen Long and Tin Shui Wai. They should call the clinic to make an appointment, and indicate that they are eligible for the Scheme. There is a daily service quota for each clinic which will be allocated on a first-come, first-served basis.

On the day of the consultation, please bring the following documents according to the eligibility categories:

Persons with proof of appointments at GOPC in the past 12 months

Mobile eHRSS record / HA Go record/GOPC appointment slips /receipts

(4)

Persons with financial difficulties referred by the NGO coordinator

Referral letter issued by the NGO
