  • Introduction

    The Social Welfare Department (SWD) launched Residential Care Services Scheme in Guangdong (GDRCS Scheme) since 2014. It is to provide an option for the elderly persons on the Central Waiting List (CWL) for subsidised places to choose to live in the residential care homes for the elderly (RCHEs) in Guangdong designated under the Scheme.
    Elderly care services have always been one of the key social services provided by Pok Oi Hospital. To align with policy developments, Pok Oi Hospital has partnered with Dongguan Hongmei Hospital Nursing Centre and participating in the scheme as a recognized service provider since February 2026. Dongguan Hongmei Hospital Nursing Centre is also the first residential care home in Dongguan to participate in this Scheme, providing eligible elderly with high-quality, independent cross-border retirement lifestyle.

  • Dongguan Hongmei Hospital Nursing Centre is located in Hongmei Town in Dongguan, enjoying excellent connectivity within the Greater Bay Area’s “one-hour living circle.” Housed in the brand-new Medical-Nursing Integrated Comprehensive Building, it covering an area of 38,000 square meters and offers 395 beds which is the most extensive scale and supporting facilities among public nursing home in Dongguan.
    The facility operates on an integrated “Hospital & Nursing Home” model, ensuring seamless transitions between treatment, rehabilitation, and long-term nursing care. A dedicated floor, “Home for Hong Kong “, is tailored specifically for elderly from Hong Kong, with meal options, amenities, and daily activities designed to match their familiar lifestyle and preferences, creating a familiar and warm environment so that elderly may enjoy their peaceful and fulfilling retirement life.

  • Service Content

    Pok Oi Hospital, partnering with Dongguan Hongmei Hospital Nursing Centre, operates and delivers the following services to eligible elderly participants under the scheme:
    (a) Accommodation in twin room, and providing nursing and care services;
    (b) 3 meals per day plus snacks;
    (c) 2 rehabilitative services sessions per week;
    (d) Monthly medical check-ups and general medical consultations provided by a registered medical practitioner arranged by the recognized service provider, together with prescribed medications up to a maximum of RMB 200 per month;
    (e) If required, within specified areas in Dongguan, provision of 1 escorted outpatient/hospital visit per month (each up to 4 hours) for attending medical follow up or treatment; and 1 day of inpatient escort/accompaniment per month, with a companion staying with the residents during hospitalization for treatment.
    (f) Counselling services providing by social worker and organizing regular social or recreational activities.

  • Fee

    • Under the GDRCS Scheme, the residents are not required to pay for the accommodation, meal, nursing care service, personal care and basic medical care fees after joining the GDRCS Scheme.

    • Upon admission, residents are required to pay a refundable miscellaneous deposit of RMB 3,000 for consumable items (e.g., diapers, wound dressings) and emergency ambulance charges; and a refundable medical contingency deposit of RMB 5,000, to be used if hospitalization is required. Any unused portion of the medical deposit will be refunded upon discharge.

  • 6-Month Trial Stay

    To encourage eligible elderly person to join the GDRCS Scheme, SWD has included into the Scheme a 6-month trial stay (i.e. counting from the date of admitting to the RCHE under the GDRCS Scheme).

    • If the elderly person continues to reside in the Mainland RCHE upon the expiry of the trial period, his/her application for LTC services on the CWL will close.

    • If the elderly person chooses to be discharged from the Mainland RCHE under the GDRCS Scheme during the trial period, his/her original position of application for LTC services on the CWL will resume according to the application date. (The aforementioned arrangements shall not apply to Hong Kong elderly persons who have settled down in Guangdong Province and have applied for and received assessment in the Mainland China.)

  • Eligibility Criteria

    The elderly persons who have been assessed and matched for residential care services under SWD’s Standardised Care Need Assessment Mechanism for Elderly Services and are waitlisted for care-and-attention places on CWL.

  • How to Apply

    Eligible elderly may contact their responsible workers to file an application for GDRCS Scheme. New applicants or persons acting on behalf of the applicants may approach the following referring offices to raise the request:

    • District Elderly Community Centres / Neighbourhood Elderly Centres;

    • Medical Social Services Units;

    • Integrated Family Service Centres / Integrate Services Centres; and

    • Other service units e.g. Family and Child Protective Service Units.

  • Application Procedure

    • Hong Kong elderly residents:

      • The application follows the same procedure as for subsidised residential care services under the Central Waiting List (CWL) for Subsidised Long Term Care Services.

    • Hong Kong elderly persons who have been settled down in Guangdong Province:

      • May contact the recognized service provider or the New Home Association Limited (NHAL) to file an application for GDRCS Scheme. The recognized service provider or NHAL will assist for joining the Scheme and arrange the assessment.

  • Remarks

    The elderly persons under the following four categories may be unsuitable for joining the GDRCS Scheme:

    • Subjects of a guardianship order under the Cap. 136 “Mental Health Ordinance” with the Director of Social Welfare acting as the public guardian;

    • Those in need of social workers of the Social Welfare Department acting as their appointees to manage their welfare payments under the Comprehensive Social Security Assistance Scheme (CSSA) or the Social Security Allowance Scheme;

    • Those required to attend regular follow-ups at Psychiatric department (excluding those suffering from dementia); and

    • Those requiring dialysis treatment.
